
Within the scope USAID financial assistance, geo-information database for the properties abandoned on the territories of South Ossetia is created in an attempt to recover the real property registration data lost during August 2008 Russia-Georgia conflict; at the same time surveying and mapping of the houses and/or land parcels transferred by the Government of Georgia to Internally displaced persons are carried out in order to title these properties to IDPs. Apart from the above, digitization of registry data kept at registration offices of IDP settled rayons - Gori, Kareli, Kaspi, Khashuri and Zugdidi, as well as their integration into unified NAPR database is ensured.
As a result, it is planned to register property claims for 14,000 abandoned properties and to title houses/land parcels to 5,477 IDP households.
The program is carried out by the Association for Protection of Landowners’ Rights (APLR), a Georgian non-governmental organization, which has been implementing USAID Land Market Development Program since 2000.
