On November 16, 2023, the Parliament of Georgia adopted the Law of Georgia on the National Spatial Data Infrastructure, necessitated by the need to establish, operate, and develop the National Spatial Data Infrastructure (NSDI); establish national standards for spatial data and metadata, as well as data formats and the collection, storage, updating, and sharing of digital information; and define the strategic goals, objectives, and priorities of the country’s unified geoinformation policy.
Under the Law of Georgia on the National Spatial Data Infrastructure, the Legal Entity under Public Law (LEPL) National Agency of Public Registry (NAPR), operating under the Ministry of Justice of Georgia, was designated as the NSDI Coordinator. Among other functions, the NAPR was tasked with developing a four-year National Spatial Data Infrastructure strategy and annual action plans for submission to the NSDI Coordinating Council and approval by the Government of Georgia.
For this purpose, in accordance with the Rule on the Development, Monitoring and Evaluation of Policy Documents, approved by Resolution No. 629 of the Government of Georgia of December 20, 2019, LEPL National Agency of Public Registry has developed the drafts of the 2026–2029 National Spatial Data Infrastructure (NSDI) Development Strategy and the 2026 Action Plan, which will be submitted to the National Spatial Data Infrastructure Coordinating Council.
The Strategy outlines the activities to be implemented over the next four years, through which public institutions will work together to develop the National Spatial Data Infrastructure, enabling everyone to access spatial data more easily through up-to-date and standardized data, interoperable technologies and services, and best practices in data management.
The engagement of stakeholders and the wider public is essential to ensuring the legitimacy, credibility, and effectiveness of the policy process. Therefore, it is important to gather the public’s views and feedback on the Strategy’s goals, objectives, and planned activities.
Comments, opinions, and recommendations regarding the 2026–2029 National Spatial Data Infrastructure (NSDI) Development Strategy and the 2026 Action Plan can be submitted by email at: nsdicoordinator@napr.gov.ge

Following the collection of submitted comments, opinions, and recommendations, the next stage will involve analyzing the received material and preparing an analytical report on the consultation process as a whole. As a result, the updated Strategy and Action Plan will be submitted to the Government of Georgia for approval.
The draft Strategy and Action Plan will remain open for public consultation until August 31, 2026, inclusive.
